Making Your Product Conforming To RegulationsPreparing products to comply Russian regulations include Product Certification, Product Labeling and, in some cases, creation of papers that are compulsory to be supplied along with products. As an example one can mention that all equipment to be used in production lines should be supplied with so called “Product Passport”, a special template containing product serial #, date of production, signature of person who performed tests, etc. Without proceeding with described routine it is not legal neither to import products into Russia, nor sell it in Russia. Unfortunately, neither of International certificates is applicable in Russia. In turn, minimal Russian certification requirement include GOST-R Certificate Of Conformity, which is firstly asked for at Customs and then has to be supplied together with product at any level of distribution. Need in other types of certification depends on assigned Product Group Code. It may include FSETAN Permit (analog of CENELEC), Hygienic Certificate, Medical Certificate, etc. The process of obtaining certificates is rather complex. Among other things one can mention that: Certificates are issued by different authorities that have no common database; Certification Process is not prescribed in details, which gives authorities chance to create rules on case basis; and that the whole processis kept in Russian language.
